The expression is - 3a² - b³ + 3c² - 2b³.

= - 3a² + 3c² - 3b³

= 3(- a² + c² - b³)

Substitute a = 2, b = - 1 and c = 3 in the above expression.

= 3[- (2)² + (3)² - (-1)³]

= 3[- 4 + 9 + 1]

= 3(6)

= 18.
