Standard form of line y = mx+b

Here given the line 4x-11y = -13

Apply addition property, add 11y to each side.

4x-11y+11y = -13+11y

4X = -13+11y

Apply division property, divide each siides by11

4x/11 =( -13+11y)/11

4x /11= -13/11+11y/11

4x/11+13/11 = y

y = 4/11x+13/11

Slope-intercept form line equation is y = mx + b, where m is slope and b is y-intercept.
