Complement angle is two angles whose measures add to 90.

The ratio of complement angle is 7 to 3.

Sum of two angles  7x+3x = 90

10x = 90

Divide to each side by 10.

x = 9

3x = 27

7x = 63

The angles are 27 and 63.
