Level of significance is the maximum probability of committing the Type I error.
Therefore in order to reduce the possibility of type I error, lowest significance can be chosen.
\But in some cases null hypothesis is not rejected when it is actually false.
\For example sometimes we have enough evidence that test statistic fall within the critical region.
\In those cases we may lead to Type II error.
\Therefore, choosing lowest significance level may not always be the researchers best interest.
