The vertices lie on the line y=0 which is horizontal. This means the major axis is the x-axis.

The horizontal ellipse equation is x2/a2 + y2/b2 = 1

Vertices : (± a, 0) = (± 3, 0)  ----->   a = 3

Co-vertices : (0, ±b) = (0, ± 2)  ----->   b = 2.

Substitute a = 3 and b = 2 in the ellipse equation.

x2/(3)2 + y2/(2)2 = 1

x2/9 + y2/4 = 1

The option C is correct.
