2x - 3 < = 5

2x - 3 +3 < = 5+3

2x + 0 < = 8

2x < = 8

Divide each side by 2

x < = 8/2

x < = 4

The second inequality is 2x - 3 > = -5

2x - 3 > = -5

2x - 3 +3 > = -5 + 3

2x + 0 > = -2

2x > = -2

Divide  each side by 2

x > = -2/2

x > = -1

 Therefore -1< = x < = 4
