Given : 18x^2 - 19xy - 2x - 12y^2 + 3y.

Factor by grouping,

18x^2 - 19xy - 2x - 12y^2 + 3y

= 18x^2 + 8xy - 2x - 27xy - 12y^2 + 3y

= 2x(9x + 4y - 1) - 3y(9x + 4y - 1)

Factor : (9x + 4y - 1)(2x - 3y).

Therefore, the complete factor of 18x^2 - 19xy - 2x - 12y^2 + 3y is (2x - 3y)(9x + 4y - 1).
