To eliminate the x value, add the equations (1) and (2).

Multiply with "-1" on both sides

-1(-y)  =  -1(-7)

y  =  7

Substitute the y value in equation (1).

x - 4(7)  =  - 18

x -  28  =  - 18

Add "28" to each side

x -  28 + 28  =  - 18 + 28

x  =  10

Answer :   x  =  10   and  y  = 7.
