Given line 4y = -x+7

Divide to each side by 4.

4y/4 = -x/4+7/4

Slope of given line m1 = -1/4

Perpendicular line sliope say m2.

We know that m1*m2 = -1.

m2 = 4

Given point say(x1,y1) = (-5,6)

Equation is y-6 = 4(x+5)

y-6 = 4x+20

Add 6 to each sides.

y-6+6 = 4x+20+6

y  = 4x+26

Required line equation is y = 4x+26.
