Given polynomial 2x^2-12x+13

= 2x^2-12x+18-5

= 2(x^2-6x+9)-5

= 2(x-3)^2-5

= 2(x+(-3))^2+(-5)

Now it is in 2(x+q)^2+r

The Values of q = -3 and r = -5
