The given line equation is 2x - y - 7 = 0

The general slope - intercept form is y = mx+c

y = 2x -7

Therefore slope m = 2

Any perpendicular line slope is - 1/m = -1/2

The slope intercept form of line equation is

y = mx+c

Substitute x = 4, y = -1 and m = -1/2 in above equation

-1 = (-1/2)(4)+c

-1 = -2+c

Therefore c = 1

Substitute m and c value in equation y = mx+c

y =( -1/2)x+1

The solution is y =( -1/2)x+1.
