y = 2x-8

Slope of the line say m1 = 2.

parallel lines have same slope.

So slope of the parallel line say m2 = 2.

Line equation passing through (-1,3) is y-3 = 2(x+1)

y-3 = 2x+2

Add 3 to each side.

y-3+3 = 2x+2+3

y = 2x+5

Required line equation is y = 2x+5.
