Equation of the line L is  y+3x=7

y=-3x+7

Slope of the line L is mL=-3

Line N is perpendicular to the line L

thus, the slope of the line N is mN=-1/mL

                                                              =-1/-3

                                                             =1/3

Equation of the line N is y=(1/3)x+C.

Line N pass through the point (3,-1)

y=(1/3)x+C

-1=(1/3)*3+C

-1=1+C

C=-2

Therefore, the equation of line N is y=(1/3)x-2
