8x^3-2x^2 = 16x-4

Subtract 16x from each side.

8x^3-2x^2-16x = 16x-16x-4

8x^3-2x^2-16x = -4

Add 4 to each side.

8x^3-2x^2-16x+4 = -4+4

8x^3-2x^2-16x+4 = 0

2x^2(4x-1)-4(4x-1) = 0

(2x^2-4)(4x-1) = 0

Factors of 8x^3-2x^2 = 16x-4 is (2x^2-4)(4x-1).
