Given line y = 1/3x+1

Slope of the line say = 1/3

Reuired line is perpendicular to it.

Slope of perpendicular line say m2

We know that m1*m2 = -1

m2 = -3

Equation to a line passes a point with slope is y-y1 = m(x-x1)

say (x1,y1) = (2,4)

y-4 = -3(x-2)

y-4 = -3x+6

Add 4 to each side.

y-4+4 = -3x+6+4

y = -3x+10

Graph of perpendicular lines.

Draw a coordinate plane

Plot the point (2,4)

draw a line neatly through the ploted point which is perpendicular to 1/3x+1.

Then the formed line indicating required line.
