The points are (1, 6.2) and (3, 20).

Rate of change = slope = rise / run = (y₂ -y₁) / (x₂ -x₁).

Substitute the values of (x₁, y₁) = (1, 6.2) and (x₂, y₂) = (3, 20) in (y₂ -y₁) / (x₂ -x₁).

Rate of change = (20 - 6.2) / (3 - 1)

                       = 13.8 / 2

                       = 6.9.

Therefore, rate of change between the given points is 6.9 miles/hours.
