The given equation y = 5x + 7;

Equation is in form of y = mx+c

Here, m is slope.

m =5

Calculate the perpendicular line slope

m*5 =-1

m = -1/5

Calculate the perpendicular line equation.

Point slope form.

(y-y_1) =m(x-x_1)

(y-4) = (-1/5)(x-3)
