Area of the trepezoid = 1/2 h(b1+b2)

Where b1,b2 are lengths of bases and h is the altitutde.

h = 11 in, b1 = 22, A = 190 in^2

190 = 11/2(22+b2)

Multiple to each side by 2/11.

(190*2)/11 = 22+b2

34.54 = 22+b2

Subtract 22 from each side.

b2 = 34.54-22

b2 = 12.54

Shorter base is 12.5inches.
