2x + 5y = -8 and 6 + 2x = 5y

Given lines are2x+5y = -8

6+2x = 5y

First line 2x+5y = -8

Subtract 2x from each side.

2x-2x+5y = -8-2x

5y = -8-2x

Divide by 5 to each side.

5y/5 = (-8-2x)/5

y = -8/5-(2/5)x

y = -2/5x-8/5

Slope of the  first line  say m1 = -2/5.

Now the second line is 6+2x = 5y

Divide by 5 to each side.

(6+2x)/5 = 5y/5

6/5+(2/5)x = y

y = (2/5)x+6/5

Slope of the second line say m2 = 2/5

Slopes of two lines are not equal,so they are not parallel lines.

m1*m2 = -2/5*2/5 = -4/25

m1*m2 is not equals to -1,so they are not perpendicular lines.
