Standerd form of the line is y = mx+b

m is slope, b is y intercept.

Given line is 8x+6y = -3

Subtract 8x from each side.

8x-8x+6y = -3-8x

6y = -8x-3

Divide by 6 to each side.

6y/6 = (-8x-3)/6

y = (-8/6)x-3/6

y = (-4/3)x-1/2

Slope of the given line is -4/3.

Parallal lines slope is equal.

Slope of the line parallel to the given line = -4/3

Perpendicularl lines slope product always be -1.

Slope of the line perpendicular to the given line = 3/4.
