First line equation 2y = x+1

Divide to each side by 2.

2y/2 = (x+1)/2

y = (1/2)x+1/2

Slope of first line = 1/2

Second line y = (1/2)x+3

Slope of second line = 1/2

Slopes are equal.So the given lines are parallel.
