Slope intercept form is y = mx+b

Given first line 3x+7y = 13

Subtract 3x from each side.

3x-3x+7y = 13-3x

7y = 13-3x

Divide to each side by 7.

y = (-3/7)x+13/7 ---> (1)

Second line equation is zx+8 = 3y

Divide to each side by 3.

y = (z/3)x+8/3 ---> (2)

(1)&(2) are parallel.So the slopes are equal.

-3/7 = z/3

Multiple to each side by 3.

(-3*3)/7 = z*3/3

-9/7 = z

Value of z = -9/7.
