The equation is 2x - 3y = 4.

The slope intercept form of a line is y = mx + b.

the original equation is 2x - 3y = 4.

3y = 2x - 4

Divide each side by 3.

y = (2/3)x - 4/3.

Compare the above equation with slope intercept form y = mx + b.

Slope m = 2/3.

Say the point  (x1, y1)=(2, -4)

The line is y - y1 = m(x - x1).

y - (-4) = 2/3(x - 2)

y + 4 = 2/3(x - 2)

y  = 2/3(x - 2) - 4

y  = (2x - 4 - 12) /3

y  = (2/3)x - 16 /3.

The line is y  = (2/3)x - 16 /3.
